Wilbert was born January 28th, 1937 in Denison, Texas to father John Malvern and mother Clara Manning. He attended Los Angeles Community College, but not before serving in the U.S. Navy at the tender age of 15, initiating a lifelong legacy. Wilbert Sr. served in the U.S. Navy until receiving an honorable discharge after being aboard the USS Bennington when the ship exploded May 26th, 1954. After attending Los Angeles Community College, he relocated to Denison, Texas, and married the love of his life Thressa Ann Malvern in 1967, and the two created a home together for over 47 years.
Wilbert was employed with Safeway, where he was the second black supervisor until he retired in 1997. He continued to break boundaries serving 4+ years as NAACP President & served on the Denison City Council for 12 years. While being a City Councilmember, Wilbert originated many initiatives including Y.A.C. Youth Advisory Commission, and the creation and improvement of zones throughout the city of Denison. "Billy" was always ready to bring change even after retiring, staying active in NAACP, City Council, and was a Freemason.
He went on to receive many lifetime awards and achievements including The State of Texas House of Representatives recognition for his dedication, commitment, and service as Councilman, coach of the year for his softball and baseball teams and NAACP Affirmative Action.
